PURPOSE: A power device charging a capacitor for operating a pulse modulator is provided to accurately and quickly increase output impedance to a desired voltage with a low voltage range. CONSTITUTION: An AC input voltage rectifying unit(30) outputs a DC voltage of a first DC voltage level by rectifying an AC voltage. An inverter unit(32) includes plural inverters for sequentially reducing output power. The inverters convert the DC voltage into the AC voltage of the first DC voltage level. A control unit(34) outputs a control signal for turning off inverters in order of higher voltages by referring a voltage and a current of a high voltage output unit(36). The high voltage output unit converts the AC voltage into a second DC voltage level.
