The web of film (3) is drawn off a storage roller (4) and is formed by a forming-shoulder (5) into a tube. The bottom end (11) of the tubing exerts weight on a scales (17). During this weight-application, the tubular film does not exert any mechanical tension on the bottom end. The scales are connected by a data-line (19) to a volumetric dispenser (20) which has a worm conveyor (28) inside the filler-pipe (27). The worm conveyor has an outlet (38) at its closure (37). The scales have a flap mechanism (22) for the tube-end, and have a height-adjustment (23) possessing a threaded spindle (26) driven by a motor (25) on an axle (24).
