A packet communication network is connected between a first external network (U1) and a second external network (U2). The packet communication network includes a classifier (2), a parallel network (1) that includes a plurality of physically or logically independent networks (N1 to Nm), and a multiplexing router (3). The classifier (2) classifies a packet input from the first external network (U1) to one of the networks (N1 to Nm). The networks (N1 to Nm) transmit the packet to the multiplexing router (3). The multiplexing router (3) multiplexes packet received from the networks (N1 to Nm) and outputs the multiplexed packet to the second external network (U2).
