PURPOSE: A reflection preventing film is provided to enhance the interface sticking force and the scratch resistance layer and simplify the overall process. CONSTITUTION: A first layer(2) comprises a binder and inorganic fine particles to erode inside the base(1). A second layer(3) comprises a binder and hollow particle layers. Hollow particle layers comprise hollow particles(5) which continuously connects to each layer. A second layer covers a first layer so that a separate layer is nonexistent between a second layer and a first layer. The maximum value of the distance between neighboring hollow particles included in the hollow particle layers is less than 60nm.
