PURPOSE: An alkali facility discharge pipe is provided to prevent a drain line from clogging up for smooth circulation of alkaline solution, thereby preventing poor cleansing caused by scarcity of the solution and decreasing the probability of defective steel plate caused by impurities and contamination. CONSTITUTION: An alkali facility(1) discharge pipe(2) comprises an outside pipe(7), an elastic tube pipe(6), a rubber hose(8), and a cooling water line(9a). The elastic tube pipe is positioned inside the outside pipe in a longitudinal direction of the outside pipe. The rubber hose surrounds being attached to the outside pipe and the elastic tube pipe in a spiral form to the direction of the outside pipe so that the rubber hose makes the elastic tube pipe interworking by the tension and retraction generated due to pressure difference of supplied cooling water. The cooling water line supplies cooling water to the rubber hose or discharges. The outside pipe having a groove which the rubber hose to be attached to surrounds the elastic tube pipe in a spiral form. Two alkaline solution drain lines of the alkaline facility are merged into one like a Y shape which the alkaline solution is discharged through.
