PURPOSE: A reflection preventing film is provided to maintain an interface sticking force and a scratch resistance between the layers and enhance the reflection preventing effect. CONSTITUTION: A first layer(2) comprises a binder and inorganic fine particles to erode inside the base(1). A second layer(3) comprises a binder and two to five level of hollow particle layers. Hollow particle layers comprise of hollow particles(5) which continuously connects to each layer. A second layer directly covers a first layer so that a separate layer is nonexistent between a second layer and a first layer.
