The device has a hollow cylindrical body (1) designed as a chamber of an engine, where a rotor (2) is axially inserted into the chamber. The rotor is integrally formed of pallets (3). Another rotor i.e. drum rotor, comprises openings for moving the pallets. The openings define active volume of a sector-shaped chamber, where the volume increases on either side of an inlet (13) and an outlet (14). The latter rotor is made of articulated elements in a telescopic manner. Distance between the openings is angularly variable according to rotation position.
