PROBLEM TO BE SOLVED: To covey an emergency message and regulation information to a user.

SOLUTION: A user terminal for receiving emergency information includes: an emergency information reception determination unit for determining whether emergency information has been received; and a transmission control unit for controlling such that a keep-alive packet and user data is not transmitted when the emergency information has been received.
