A cell information reporting and cell mobile parameter adjustment method and device. The cell information reporting method includes: a terminal having a connection failure (S101); the terminal re-establishing a radio resource control (RRC) connection (S102); and the terminal sending to the control eNodeB of a cell which re-establishes the RRC connection the cell identification of an adjacent cell of the source cell and the event information about the adjacent cell recorded before the terminal had the connection failure (S103). The technical solution provided by the embodiments of the present invention can help the network side increase the accuracy of mobile parameter adjustment, in turn improving the switching efficiency of a terminal.
