PROBLEM TO BE SOLVED: To highly efficiently achieve a pseudo online management even in a production line including an offline device by performing the online management of worker information in a production line including a manual conveying/offline device, and by performing a navigation function for preventing a work loss and operational errors and for saving manpower, at a low investment.

SOLUTION: Each supervisory personal computer 2 includes: flow collation means 212 that verifies a worker/a time on the basis of worker information including a worker ID from a card reader 4; and worker information/verification information transfer means 214 that uploads the worker information including the worker ID and verification information including the worker ID to a host device 3. The host device 3 includes worker information/verification information registering means 311 that registers the uploaded worker information including the worker ID and the uploaded verification information including the verification result.
