The use of a thermoreversible hydrogel in a system for delivering a therapeutic agent to tissue is disclosed. The thermoreversible hydrogel is characterized by a viscosity of less than 200 Pa s over a temperature range of 4 °C - 12 °C; a viscosity of greater than 103 Pa.s at 37 °C; a "peel strength" adhesiveness according to ASTM standard D2256-03 of 0.5 - 5.0 N cm"2 at 37 °C; and flexibility sufficient such that a 3 cm2 ? 3 cm2 section of bladder tissue layered with said thermoreversible hydrogel at room temperature can be stretched to 9 cm2 x 9 cm2 without detachment of said thermoreversible hydrogel from said bladder tissue.
