The present invention relates to: a method for preparing a corneal endothelial progenitor cell by performing the adhesive culture of cells isolated from a corneal endothelial cell tissue at a low density using a serum-free culture medium; and a method for preparing a corneal endothelial cell by inducing the differentiation of a corneal endothelial progenitor cell produced by the above-mentioned method into the corneal endothelial cell. According to the present invention, a corneal endothelial cell, which is produced by proliferating a corneal endothelial progenitor cell selectively from cells derived from a corneal tissue and then inducing the corneal endothelial cell from the corneal endothelial progenitor cell, can be applied for the treatment of corneal endothelial diseases. Thus, the problems of the shortage of donors and the occurrence of rejection responses in cornea transplantation can be solved.
