PROBLEM TO BE SOLVED: To enhance encoding efficiency when using the motion compensation prediction.

SOLUTION: A prediction differential information decoding unit 602 decodes the encoded data of a prediction error signal. A motion information decoding unit 606 decodes the encoded data of motion information. An adding section 604 reproduces the image signal of a block to be decoded by adding a prediction signal generated based on the motion information of the block to be decoded that is decoded in the motion information decoding unit, and the prediction error signal of the block to be decoded that is decoded in a prediction error signal decoding unit. The index of a reference block adjacent to the block to be decoded, and the differential vector of the motion vector of the block to be decoded and the motion vector of the reference block are encoded in the motion information of the block to be decoded. The motion information decoding unit 606 corrects the motion vector of the reference block by decoding the differential vector, and generates the motion vector of the block to be decoded.
