<P>PROBLEM TO BE SOLVED: To fulfill, by the same launching machine, different functions of injecting liquid/powder or two-liquid mixed liquid and flying them by a high-pressure gas or aerodynamic force as an automatic fragmentation bullet, mainly for purposes of fire extinction, police/security/crime-prevention, and the like, as the utilized ends. <P>SOLUTION: To fulfill a plurality of functions by the launching machine of the same mechanism, a launcher body is provided with a piston valve with firing pins and a plurality of air chambers partitioned by the firing pins. Positions of a dedicated cartridge and a delay detonator for bursting for flying, and a position to make a film for preventing leakage of contents be completely bursted by the firing pin for injecting, are optimally determined. Then, the high-pressure air flowing into the third air chamber in opening the piston valve, is applied as a pressure for flying a flying bullet.
