Provided in the embodiments of the present invention are a handoff method and a device therefor. The method comprises: when an SGSN is unable to recognize a target eNB ID, said target eNB ID is converted to a corresponding RNC ID; a relocation request message carrying said corresponding RNC ID is sent to the SGSN, either the first PLMN ID or the second PLMN ID of the target eNB ID is selected, then the selected PLMN ID, the eNB ID contained in the target eNB ID, and the TAC of the selected TAI are added to the corresponding RNC ID. When, in the embodiments of the present invention, a target eNB ID is converted, one of the PLMN IDs of said target eNB ID is discarded, thus allowing the number of bits needing to be converted to be included in the corresponding RNC ID, and thus enabling conversion between a target eNB ID and a corresponding RNC ID.
