<P>PROBLEM TO BE SOLVED: To provide a driving apparatus and cooling apparatus capable of coping with transmission difficulties appropriately, without increasing the cost. <P>SOLUTION: The driving apparatus 3 includes: a drive device 3a for controlling a drive and stop of a motor 4 of a pump, on the basis of an instruction from an instruction device 2a; and a voltage detection device 3b for detecting a voltage V of a battery 6 of a vehicle.
