<P>PROBLEM TO BE SOLVED: To provide a breakwater which effectively reduces tsunami energy. <P>SOLUTION: A floating members 150 moves upward and travels through drift to the shore side when a tsunami wave T comes. On this occasion, a connection wire 140 extends and travels to the shore side, so that the whole itself is bent toward the shore side (stretched upward). In addition, the potential energy of the tsunami wave T is balanced to the spring stress of the connection wire 140. Consequently, plates 110 and the floating member 150 in the horizontal state are tilted. In addition, the plates 110 are bent into a rounded curve by tsunami pressure so as to be deformed into a shape of blinds with a bag-like bulge. The undersides (plate surfaces) 110A of the respective tilted plates 110 and the underside (plate surface) 150A of the floating member 150 restrain the tsunami wave T from approaching the shore side, lowering the flow rate of the tsunami T.
