<P>PROBLEM TO BE SOLVED: To provide an image conversion device capable of reducing a load for inter-layer prediction performed in encoding an enhancement layer. <P>SOLUTION: An image conversion device 10 executes prediction processing enabled by a mode check unit 18 among inter-layer motion prediction, inter-layer intra prediction, and residual prediction in inter-layer prediction (ILP) performed by an inter-layer prediction unit 40 of an SVC enhancement layer encoding unit 34.
