<P>PROBLEM TO BE SOLVED: To improve safety when protecting an occupant from the shock to a vehicle by reducing the chest compression of the occupant at the shock to the vehicle. <P>SOLUTION: An air bag device 10 protects the occupant against an impact caused by a collision to a vehicle 1 by inflating and expanding an airbag body 11 upon the collision, which is housed in a center pad 7 of a steering 3. The center pad 7 is provided so as not to rotate along with the steering 3, the air bag body 11 having a first chamber 11a and a second chamber 11b.
