<P>PROBLEM TO BE SOLVED: To detect operation abnormalities of programs. <P>SOLUTION: A program abnormality detector 10 includes: an execution value storage section 2 for storing an execution actual measurement value table on the basis of an operation state report that indicates operation states of programs 1A, 1B, ..., 1N generated when operation states of one or the plurality of programs 1A, 1B, ..., 1N operated in a prescribed period are changed; a design value storage section 3 for storing an execution schedule value table that indicates operation schedules of the programs 1A, 1B, ..., 1N with a prescribed timing; and a comparison section 4 for comparing the execution actual measurement value table with the execution schedule value table with prescribed timing.
