<P>PROBLEM TO BE SOLVED: To provide an underground shelter that is strong against an earthquake and is prevented from being flooded and damaged in the case of tsunami waves coming. <P>SOLUTION: An underground shelter 2 comprises a watertight underground space 22 that is formed by assembling a side slab 5, a top slab 6 and a bottom slab 4 buried underground and comprising precast structures. The top slab 6 has an openable/closable hatch 17 attached thereto, and the underground space 22 has stairs leading to a floor face 23.
