PROBLEM TO BE SOLVED: To easily enable transfer work with man power when an apparatus is carried in a switchboard or carried out, without needing large power. SOLUTION: A truck 1 is loaded with an elevator 4 which is moved up and down along a mast 2 by wire operation, and a loading space 7 which pushes out an apparatus forward from the elevator. This lifter is used when a breaker 9 (switchboard apparatus) is carried in a switchboard 8 or carried out from it. As an attitude control means which changes the loading space 7 from the horizontal attitude to the front upward and front downward attitudes, the loading space 7 is interconnected with the elevator 4 pivotally in the up and down direction, and a wire 12 is stretched via a stationary pulley 11 between a handle operating type wire winding-up unit 10 installed in the elevator 4 and the loading space 7. When the breaker 9 is carried in the switchboard, the loading space 7 is inclined to the front downward attitude at an access position, and the apparatus is transferred to the switchboard from the loading space 7. In the case of carrying-out, the loading spacer 7 is inclined to the front upward attitude at the access position, and the apparatus is transferred to the loading spacer 7 from the switchboard.
