PURPOSE: A soil improver including a functional component which supplies nutrition is provided to save water resource and to activate soil microbes. CONSTITUTION: A soil improver comprises 37-42 wt% of moisture absorptive polymer, 8-12 wt% of inorganic fertilizer, 0.1-0.4 wt% of plant growth substance and 48-52 wt% of extender. The vegetable organic compound compost is additionally included. 2-5 wt% of the functional component is included based on the total weight of the soil conditioner, and 95-98 wt% of the plant organic compound compost. The moisture absorptive polymer is polyacrylamide or acrylamide-acrylate copolymers.
