PROBLEM TO BE SOLVED: To maintain transparency and to prevent carrying failure due to blocking of a film base body in a production process of a liquid crystal cell by using a transparent plastic film as a substrate, forming a hardening resin layer as an outermost layer on a back face of the film and controlling the surface roughness of the hardening resin layer to a specified value or smaller. SOLUTION: In a transparent electrode substrate 10, a transparent electrode A is formed through an adhesive layer 2a on one surface of a plastic film (sheet) 1 having a smooth surface and transparency. An inorg. gas barrier layer 3 is formed with an adhesive layer 2b on the other surface of the film 1, and a hardening resin layer 4 is further formed on the gas barrier layer 3. The hardening resin layer 4 is especially preferably an epoxy thermosetting resin or acrylic UV curing resin, and the surface of the hardening resin layer 4 is controlled to <=50 nm surface roughness Ra. By this structure, the transparency is maintained and the carrying failure due to blocking of the film base body in a process of forming a liquid crystal display device can be prevented.
