PROBLEM TO BE SOLVED: To obtain a motion detector that detects a motion from interlace video signals and a video converter that uses a motion detection result of the motion detector so as to convert the interlace video signal into a progressive video signal. SOLUTION: These devices are provided with a still filter 9 that receives a frame video signal Z resulting from converting a preceding field and a current field of an interlace video signal that are consecutive and outputted from a frame video image conversion means into one frame and extracts a still probability Gs, a motion filter 10 that extracts a motion probability Gm from the frame video signal Z, and a coefficient generating means 6 that calculates a motion coefficient K from the probabilities Gs, Gm of the still filter 9 and the motion filter 10 and generates the motion coefficient K.
