PROBLEM TO BE SOLVED: To provide a telephone system which can more effectively perform transmission regulation than the one currently in use by making an IC card which stores card specific information connectable and performing transmission regulation in accordance with the card specific information. SOLUTION: A plurality of telephone sets 2 and a personal computer 4 for controlling transmission regulation at a master device 3 are connected to the master device 3 of a private branch exchange. Each of the telephone sets 2 can transmit only when an IC card 1 is loaded. The IC card 1 stores and holds card specific information for identifying each card (henceforce an ID number) and transmission regulation information or the like when the card is used. Therefore, in the master device 3, it is possible to specify a user of the telephone set 2 from the ID number stored in the IC card 1 and to regulate transmission on the basis of a regulation number set in correspondence to the ID number.
