<P>PROBLEM TO BE SOLVED: To collect information without being influenced by a utilization frequency of a user although quality confirmation using call detail log (CDL) data is influenced by a use frequency of the user. <P>SOLUTION: Delay information in CDL of a general user is used to specify a position of the user and the quality of an area is confirmed. Delay information from a plurality of base stations is required for specifying the user position but data collection of a plurality of delay information items is influenced by a hand-off state of a mobile unit ordinarily. Since a hand-off state with a plurality of base station is extremely reduced, the mobile unit is caused to report the delay information from a plurality of base stations initiatively in respect to infrastructure without expecting hand-off.
