PROBLEM TO BE SOLVED: To prevent generation of a clearance between an end part of a filter and a canister case inner surface, when a filter pressing part of a filter inserting jig is pulled up. SOLUTION: A filter pressing part 50 is constituted by dividing it into two bodies of an external peripheral pressing part 50a and a central pressing part 50b, and constituted so that only the external peripheral pressing part 50a is first pulled up during the time the central pressing part 50b presses a filter 29a thereafter the central pressing part 50b is pulled up. In this way, the filter 29a is prevented from floating when the filter pressing part 50 is pulled up, accordingly a clearance is prevented from being generated between an end part of the filter 29a and an inner surface of a canister case 31, so that an adsorbent can be prevented from spilling to the outside.
