PURPOSE: A water-borne metal surface treatment agent and a metal material formed by being processed with the processing agent are provided to form surface treatment coating with excellent adhesiveness. CONSTITUTION: A water-borne metal surface treatment agent comprises a water soluble cation-modified epoxy resin or water dispersibility, water soluble or water dispersible organic polymer which contains 1-50 mmol/g of structure units selected from amino bond, amide group and hydroxyl group. The content of the cation change epoxy resin is 10-90 mass% based on the total solid content. A metal material(10) has a surface-treated coating layer(2) coating which is formed by coating the metal material(1) surface with water-based metal surface treatment agent.
