PURPOSE: A transmission output limiting device of a portable terminal and a method thereof are provided to limit transmission output when a human body touches surroundings of an antenna with even only a sensing of the antenna. CONSTITUTION: An RF(Radio Frequency) unit(100) includes a circulator, a power sensing unit, and a power measuring unit. The RF unit senses transmission power reflected according to a mismatch degree of an antenna when the transmission power is emitted through the antenna. The RF unit measures transmission power increased according to the reflected transmission power. If the measured transmission power is more than a fixed value, a control unit(200) outputs limited transmission power.
