PURPOSE: Provided is a method for inexpensively manufacturing a cleaning solution without largely consuming energy and without using a reaction furnace causing an environmental problem by effectively using an waste solution. CONSTITUTION: The regenerated cleaning solution of which pH is adjusted to 1.2 to 5.0 is characteristically manufactured by adding nitric acid in the ratio of 10 to 200 ml based on 1L of a waste solution of hydrofluoric acid in which the concentration of fluorine ions is 3% or more.
