PROBLEM TO BE SOLVED: To provide a rotary drum device capable of increasing the damping effect of a damper member by increasing the thickness dimension of an earth spring tip part. SOLUTION: This device is constructed to be a shaft earth assembly 11 for making a rotary drum and a fixed drum to each other, and provided with a thin plate earth spring 13, a contactor 14 fixed to the tip of the earth spring 13 by conductive adhesive 16, and a damper member 15 laminated on the earth spring 13, having a through-hole 17 in its one end, and having its one end disposed to bypass the fixed part of the contactor 14 at the tip of the earth spring 13 by housing the fixed part of the contactor 14 in the through-hole 17.
