PURPOSE: A packet service providing device of a portable terminal and a method thereof are provided to supply a quick packet service by flexibly using two communication networks. CONSTITUTION: A first communication network unit(170) provides a packet service through a first communication network. A second communication network unit(180) provides the packet service and a circuit service set as defaults through a second communication network. If a speed of a bandwidth allocated in the first communication network is less than a maximum speed supported by the second communication network while providing the packet service through the first communication network, a control unit(110) provides the packet service through the second communication network. The first communication network is an LTE(Long Term Evolution) network. The second communication network is a HSPA+(High Speed Packed Access) network.
