PROBLEM TO BE SOLVED: To provide a device and method for map information generation and a navigation device that can guide a traveling direction matching a feeling of reality that a driver has by taking two-dimensional extent, such as the width of a road and the shape of an intersection, into consideration. SOLUTION: The intersection exit point of each link connected to an intersection node is found by using shape data and width data of the link, a tangential direction of the link at the intersection exit point is regarded as an exiting direction or entering direction, link by link, and an exiting angle is found from the entering direction of an entering link and the exiting direction of an exiting link; and a voice code for guiding the traveling direction is determined on the basis of the exiting angle and included in intersection information.
