<p><P>PROBLEM TO BE SOLVED: To provide a motion image compressing method for compressing a motion image with high compression ratio or high quality. <P>SOLUTION: A reducing device 20 reduces an original image, and encoding devices 21, 24, 27 generate a reduction I frame, a reduction B frame, and a reduction P frame. A data comparing unit 30 compares the data sizes of the reduction I frame, the reduction B frame, and the reduction P frame; and generates a frame type selection signal SA for indicating the selection of the frame type, having the minimum data size.
