<p><P>PROBLEM TO BE SOLVED: To process requests from a client device in an order the requests are instructed without applying a load exceeding a permissible limit. <P>SOLUTION: It is determined whether the requests can be registered in a schedule table 205a for managing the requests on the basis of the instructed order in receiving the requests from each of the client devices 102 (a step S402). The requests are registered in the schedule table 205a when it is determined that the requests can be registered in the schedule table 205a (a step S403).
