<p><P>PROBLEM TO BE SOLVED: To provide a device and a method for processing a video reducing the quantity of the data of the video data by restraining deterioration of the quality of video data and a computer program. <P>SOLUTION: In a first working processing, one or two frames or more in a plurality of the frames constituting the video data are thinned, the thinned frame is replaced with a frame obtained by copying the previous-frame or following-frame and the video data is worked to the substituted compressed video data by carrying out a compression process. In a second working process, the video data is worked to a compressed video data by carrying out the compression process without thinning even either frame constituted to the video data. The device for processing the video has a selecting section (180) selecting either of the first working process or the second working process and a first video working section (140) carrying out the process selected by the selecting section and working the video data to either a thinned compressed video data or the compressed video data. <P>COPYRIGHT: (C)2007,JPO&INPIT</p> |
