PURPOSE: A video recording and playing device for testing a video recognition device for a vehicle is provided to play video recorded in driving of the actual vehicle with the video recognition device for the vehicle in a stop or an idle state, thereby testing the intelligent video recognition device which is mounted in the vehicle in a condition identical to a condition of actual driving. CONSTITUTION: A video recording and playing device(300) for testing a video recognition device(200) for a vehicle(100) comprises a video signal input/output interface(310), a video storage unit(310), a video playing unit(340), an other-signal input/output interface(360), a synchronization unit(370), and a video correction unit(380). The video signal input/output interface transceives video signals of the video recognition device which is installed in the vehicle. The video storage unit stores the image signals received from a camera(210) of the video recognition device in the driving of the actual vehicle in a storage medium(350). The video playing unit plays the video signals stored in the storage medium by outputting the same with the video recognition device. The other-signal input/output interface receives video recognition information from the video recognition device. The synchronization unit synchronizes the video recognition information received through the other-signal input/output interface with the corresponding video while video is played by the video playing unit, thereby storing in the storage medium. The video correction unit corrects the video by comparing a location of a vanishing point which is obtained from the video by reading and a preset reference location of the vanishing point.
