PURPOSE: A method for manufacturing an oxidation layer on metal is provided to prevent the oxidation of a metal surface by forming an oxidation coated layer. CONSTITUTION: A method for manufacturing an oxidation layer on metal comprises a step for forming a polymer layer on the surface of metal(110) and a step for immersing metal in a water-soluble electrolyte and forming an oxidation coated layer(120) between the polymer layer and the metal. The polymer layer is made of at least one material selected from a hydrophilic polymer group. The water-soluble electrolyte is at least one of chromic acid solution, sulfuric acid solution, oxalic acid solution, and mixture solution thereof.
