PURPOSE: A device for authenticating or verifying a railway safety document and a method thereof are provided to confirm a history for an authentication and verification process of a submitted document, thereby enabling an evaluator of the document to reduce a workload through automatic evaluation. CONSTITUTION: Clients(110) receive railway related safety documents in an authentication server(120) through a network. The authentication server processes the received railway related safety documents. A document storage device(130) stores the received documents. An automatic evaluation engine(140) inspects similarity between the documents and conventional documents.
