PURPOSE: An electronic revenue stamp issuing method and a system are provided to print an electronic revenue stamp on a printed paper which is similar to a document to which a revenue stamp is attached. CONSTITUTION: An electronic revenue stamp identifier(130) distinguishes a printed form of an electronic revenue stamp printed in a printed paper and N stamp composition data. A payment verification unit(135) confirms and verifies payment completion of money used for a stamp. A printed validity confirmation unit(140) confirms a terminal device with a printer capable of printing the N stamp composition data on the printed paper.
