PURPOSE: A financial work out door service(ODS) system is provided to open a new account and issue a user card of a client offline, thereby preventing exposure of important information of the client in advance. CONSTITUTION: A chain to security access module(CTSam)(224) encodes and decodes various data. The CTSam stores the various data. A user card handling terminal includes the following. A personal identification number(PIN) pad module(221) receives a PIN of a client. A print module(223) prints an account opening application for issuing a user card.
