PURPOSE: A manufacturing device of catalyst units capable of reducing cost and a manufacturing method using the same are provided to reduce cost for catalyst components. CONSTITUTION: A manufacturing device of catalyst units (100) closes a part of channels of a carrier(102) by using plugging members(220). The manufacturing device of catalyst units comprises a container(230), a plugging protecting rubber(200) and an elastic member(210). The plugging member is included in the container. In order for a part of the front side of the carrier to be adhered closely, the plugging protecting rubber is equipped at the top of plugging member. The elastic member elastically supports the plugging protecting rubber to the top.
