PURPOSE: A fuse of a semiconductor device and a forming method thereof are provided to prevent a peripheral fuse from being damaged by forming a fuse including a capacitor connected to a metal contact. CONSTITUTION: A semiconductor substrate includes active regions(104a,104b) and a device isolation layer. A first ion injection region and a second ion injection region are formed in the active region. A storage electrode contact plug is formed on the upper side of the second ion implantation region. A capacitor(125) is formed on the upper side of the storage electrode contact plug. A second metal contact plug(130) is connected to the capacitor.
