PURPOSE: A laminated steel plate with a hairline-treated film laminated on a film surface is provided to obtain a non-PVC performance and beautiful hair line feeling of a metal plate or a deposit film. CONSTITUTION: A laminated steel plate with a hairline-treated film laminated on a film surface comprises a steel plate material member(10), a base color paint layer(20), and a film layer(30) hairline-treated. The steel plate material member consists of a paint layer(21) and an adhesive layer(22). The hairline-treated film layer consists of an adhesive layer(31), a film material(32), and a hairline-treated portion(33). A manufacturing method of the laminated steel plate conducts the pretreatment process to a metal plate by applying a continuous painting process; a step of painting with a background paint and coating with an adhesive by an adhesive coating apparatus; a step of drying the adhesive by a drying apparatus; a step of laminating a hairline-treated film by a lamination apparatus; and a step of laminating the hair-line treated film by a lamination apparatus.
