<P>PROBLEM TO BE SOLVED: To cope with excessive access concentration by applying load distribution by access control and load balancing by a load balancer to a plurality of end servers capable of providing a same service in response to a same service request. <P>SOLUTION: A service request processing part 106 comprises a load balancing part 106a and a load distribution part 106b, and processes a service request on the basis of waiting time Tw of each end server ES. When it is determined that there is an end server ES whose waiting time Tw is less than a prescribed threshold Tref, the load balancing part 106a notifies the end server ES of the received service request.
