PURPOSE: A resin composition for organic and inorganic composite film which does not include chrome and a surface treated steel plate using the same are provided to drastically reduce manufacturing costs and enhance corrosion resistance and fuel resistance. CONSTITUTION: A resin composition for organic and inorganic composite film which does not include chrome comprises a first composition which contains a composite including silicate and titanium-carbonate, a second composition which contains magnesium sulfate, a composite including zirconium-carbonate and silane, a binder resin, and a hardener. A surface-treated steel plate comprises a steel sheet(10), a zinc-based electroplating layer(20) formed in one side or both sides of the steel sheet, and a coating layer(30) formed on the zinc-based electroplating layer. The film layer includes the hardener of the resin composition. |
