PROBLEM TO BE SOLVED: To provide a semiconductor light-emitting device having a correlated color temperature of 1600 K or more and less than 2400 K and producing high Ra light, and provide a semiconductor light-emitting system including the semiconductor light-emitting device.

SOLUTION: A semiconductor light-emitting device 1 comprises: an LED chip 10 as a semiconductor light-emitting element; and a phosphor 20 emitting light using the LED chip 10 as an excitation source. The semiconductor light-emitting device 1 generates light having a correlated color temperature of 1600 K or more and less than 2400 K. The phosphor 20 includes at least a green phosphor and a red phosphor. In a spectrum of light generated by the semiconductor light-emitting device 1, a value of a peak light intensity of light generated by the LED chip 10 is set at less than 60% of a peak light intensity of light generated by the phosphor 20.
