PROBLEM TO BE SOLVED: To enable videos of a plurality of channels to be quickly displayed on a single screen.

SOLUTION: A buffer stores video stream signals obtained from a received digital broadcasting signal composed of AV streams of a plurality of channels. An I picture detection unit detects I pictures contained in the stored video stream signals. A controller controls decoding of the video stream signals so that they are successively decoded in an order of time positions from a video stream signal containing an I picture at a relative head time position among the I pictures detected for the respective channels. The present technique can be applied to, for example, a digital broadcasting receiving apparatus for receiving a digital broadcasting signal.
