<P>PROBLEM TO BE SOLVED: To provide a sound absorbing panel which has a good appearance, which is excellent in sound absorbing performance, fire resistance efficiency and the like, and which is suitable not only for an interior panel for a concert hall, public facilities, a school, a library, a meeting room of a company or a general house but also for a material for a toilet booth and a partition. <P>SOLUTION: In a sound absorbing panel, a decorative resin film 4 having a pinhole 5 formed to communicate with a ventilation part of a base plate 1 is fixed onto the base plate 1 having air permeability; an arbitrary pattern such as a woodgrain pattern and a printed expression such as a colored design can be applied to the decorative resin film 4; and a combination of the base plate 1 and the decorative resin film 4 has noncombustibility, quasi-noncombustibility or flame retardancy.
